Congress to Send House Def. Approps. Subcommittee Letter Urging Support for Ohio-Class Replacement

Today is the deadline for members of Congress to sign a letter that Reps. Joe Courtney (D-Conn.) and Jim Langevin (D-R.I.) are sending to House Defense Appropriations Subcommittee Chair Rep. Rodney Frelinghuysen and Ranking Member Pete Visclosky requesting support for procurement of undersea platforms, including the Ohio-class Replacement, according to a notice released by the Submarine Industrial Base Council. The letter notes that the current Ohio-classes will begin to go off-line in 2027, states the program will occupy less than 1 percent of the defense budget, and cites Navy officials and the 2014 Quadrennial Defense Review as emphasizing the program as a top priority.
 
“With future SSBNs expected to carry nearly 70 percent of our strategic deterrent arsenal under the New START Treaty and the continued need to maintain the survivable sea-based leg of the nuclear triad into the foreseeable future, it is crucial that development of this platform remains on track,” the letter states. “In addition to the strategic imperative of building the replacement SSBN, cost reduction is a central goal of the program, with particular focus on ensuring that a SSBN can be developed and constructed within the very real fiscal limitations that will face the shipbuilding portfolio. Notably, the ongoing development process is leveraging the skills and experience of the design team responsible for the Virginia-class – which has delivered a program with decreasing costs and accelerated production schedule – onto the design of the new submarine.”
 
The letter specifically calls for Frelinghuysen’s and Visclosky’s “continued strong support” to maintain the on-time development of the OR in 2016, as requested in the president’s budget. The Navy is asking for $1.4 billion in Fiscal Year 2016 for the OR. In addition to Courtney and Langevin, Reps. Rosa DeLauro (D-Conn.), Elizabeth Esty (D-Conn.), Leonard Lance (R-N.J.), Bobby Scott (D-Va.) and Tim Walz (D-Minn.) have signed the letter.
