A final Request for Proposals for the new Idaho Cleanup Project (ICP) Core contract is anticipated to be released in February, the Department of Energy said yesterday. DOE also issued yesterday a full version of the draft RFP for the new contract, with comments due by Jan. 14. Among the areas where DOE is seeking comment on the draft RFP is the “important discriminating factors” for the evaluation criteria to be used to award the new contract; whether the Section B cost and fee structure and Section L pricing instructions are clear to bidders; the schedule milestones, annual milestones and performance incentives in the RFP’s fee structure; and whether workforce transition and hiring clauses are clear. DOE is also asking potential bidders to comment on whether a more extensive site tour would be beneficial after the final RFP is issued.
The new ICP Core contract is intended to replace the two cleanup contracts currently in place at the DOE Idaho site—one held by CH2M-WG Idaho for the bulk of the cleanup work and one held by Idaho Treatment Group to operate the Advanced Mixed Waste Treatment Project. The new ICP Core contract is set to be competed on an unrestricted basis and is currently planned to be a cost-plus-incentive-fee-type with both CPIF and milestone fee. The new contract would run for five years, with no option periods. Work to be performed under the ICP Core contract will include EM facility infrastructure, environmental remediation, waste management and spent nuclear fuel surveillance, maintenance and stabilization.
