The Department of Energy said it plans to issue draft solicitations for comment for three National Energy Technology Laboratory support services contracts during latter half of 2013. However, DOE would not comment about when it would issue requests for proposals for the site support contracts—which focus on R&D implementation, mission execution and strategic energy research support services for the lab—or when it would announce the final awards. URS Corp., Leonardo Technologies, Inc. and KeyLogic currently hold the three multi-year support contracts, all of which expire in November 2014.
NETL launched the procurement process for the three major site support contracts last month, issuing three market surveys to gauge industry interest in the work. The lab accepted letters of interest through early June. A spokeswoman said NETL would not provide information about the number of responses to the sources sought notifications or the size of the companies that responded. “This information is procurement sensitive and used in making determinations relative to the acquisition planning process of the government,” the spokeswoman said in an e-mail.
The R&D implementation contract is the largest of the three up for grabs, valued at roughly $53 million or more per year. That contract is currently being held by URS and provides NETL with personnel, materials and services to “support, implement and conduct assigned basic, applied and technology development-based energy research, development and demonstrations,” according to the sources sought notice. The two smaller contracts for mission execution and strategic energy research, valued at $20 million and $16 million annually, respectively, focus on supporting activities at the labs and providing analyses of economic, regulatory and technology deployment, among other tasks.
