The Department of Energy yesterday issued for industry comment a draft Request for Proposals for the new Paducah infrastructure support services contract. The new contract is being set-aside for small businesses that do not exceed a $35.5 million size standard, and is expected to run for up to five years—consisting of a one-year base period and four one-year options—with a total estimated value of approximately $100 million. The contract is anticipated to have firm-fixed-price, cost reimbursement, and indefinite delivery/indefinite quantity contract line items, according to DOE.
Among the topics DOE is seeking comment on is what should be the “important discriminating factors for the evaluation criteria” that should be considered in an award decision. The evaluation criteria included in the draft RFP are Past Performance; Technical and Management Approach; and Relevant Experience. Past Performance and Technical and Management Approach “are equal in importance and are each significantly more important” than Relevant Experience, the draft RFP says. DOE is also seeking comment on topics such as whether the contract’s base period should be one year or two years, whether various pricing instructions are clear or need improvement and if a deliverable should be added for the successful offeror to submit a “complete Basis of Estimate” within five days of contract award to support the successful bidder’s firm fixed-price. DOE is taking comments on the draft RFP until July 3.
