Expect Portsmouth Services Solicitation Soon, DOE Says

The Department of Energy could release its request for proposals for infrastructure support services at the Portsmouth Site in Ohio by Thanksgiving.

In a notice posted Friday on a federal procurement website, the DOE’s Office of Environmental Management said to expect such a solicitation within 15 to 60 days for replacement of the current five-year, $117-million contract held by Portsmouth Mission Alliance, a venture comprising Idaho-based North Wind and Swift & Staley.

The original Portsmouth Mission Alliance contract awarded by DOE in January 2016 includes a three-year base and a 22-month option, which the agency exercised in April 2019.

The contract encompasses a wide range of landlord-type work at the 3,778-acre federal property that is home to a now-retired uranium enrichment complex 75 miles south of Columbus. The tasks include facility maintenance, road upkeep, property and records management, information technology and safeguards and security.

The new agreement will be a total small business set-aside contract. The chief contact person for the solicitation is a DOE contracting officer, Jose E Ortiz Delgado, who can be reached via email at [email protected].
