Navy Seeks Small Business Sources for Ohio-Class Systems

Naval Sea Systems Command, Strategic Systems Programs and Space and Naval Warfare Systems Command are seeking input “for potential small business sources” to provide maintenance and technical engineering services in support of the Data Processing Subsystem (DPS) Program, Command and Control System (CCS) and Non-Propulsion Electronics System (NPES) of the Ohio-Class submarine, according to a sources sought notice released Feb. 9. The current contractor is Systems Engineering Associates Corporation. Work on the follow-on contract is expected to span five years from the award date, and involve four one-year option periods. The Navy is expected to release a Request for Proposals on March 20, and award a cost-plus-fixed-fee contract in early September. The scope will include maintenance, refurbishment, design, development, integration, and future planning, engineering and prototyping of the DPS’ TRIDENT Signal Data Converter (TSDC). “The Contractor shall conduct testing of the government approved DPS product(s) on [ballistic and guided missile submarine] hulls and the TRIDENT Training Facility (TTF) in Bangor, Wash. and Kings Bay, Ga., and the TRIDENT Life Cycle Support Facility at Newport, R.I.,” the Statement of Work (SOW) reads. “Testing shall include a technical test report that details all associated activities.” The TSDC is designed for installation in the shipboard radar room, and brings various data inputs into one single digital data stream that can be distributed throughout an entire ship.

The Navy is asking respondents to provide one example of prior/current corporate experience performing jobs of similar size and scope within the last three years, including organizations supported, indication of whether as a prime or subcontractor, contract values, and a description of how the referenced contract relates to services described in the draft SOW posted on Fed Biz Opps. The Navy is looking for respondents with a $38.5 million size standard according to the North American Industry Classification System. According to the SOW, the eventual contractor will also be called to prepare and maintain a project Plan of Action and Milestones (POA&M) including the schedule for advanced planning development activities and all DPS Contract Data Requirements Lists. Contractors will be required to identify and explain schedule changes and potential impacts in monthly updates of the POA&M.

CCS Work Scope

For the CCS, the contractor will develop system engineering studies and design alternatives, review planning documentation and coordination drawings to assess whether the documentation meets government standards, and perform technical evaluation and special studies on emerging technology to support Ohio-Class CCS modernization. NPES contractor requirements outlined in the SOW include attending Ohio-Class Modernization Platform Integration Team (PIT) meetings, CCS/NPES System Engineering and Test Group meetings, CCS/NPES program and technical design reviews ”for the purpose of generating meeting minutes reports of these reviews which document the topics of discussion, action items assigned, and participating organizations and individuals.”
