The National Nuclear Security Administration (NNSA) is seeking small businesses that could offer psychological assessment services to the agency’s Office of Personnel and Facility Clearances and Classification, according to a sources sought notice issued last week.
The notice says the NNSA’s Albuquerque Complex is conducting market research for an “anticipated contract” worth $11 million over a five-year period beginning around September 2016. Services will be conducted throughout the NNSA complex and will be used to determine security clearance eligibility for personnel. These services include personal security file reviews, clinical evaluations, final reports, and testimonies at administrative review hearings, according to the draft performance work statement.
Clinicians will be required to offer a “professional opinion and recommendation as to whether a formal evaluation of the individual is required” based on personal information in security files, evaluate potential mental illnesses that “may cause a significant defect in the Subject’s judgment or reliability,” conduct psychological and laboratory testing if necessary, and provide testimony on their evaluations at administrative review hearings as needed, the work statement says. Responses to the notice are due by Dec. 18.
The NNSA’s Naval Reactors Laboratory Field Office is also accepting bids for the same services at the agency’s naval reactor facilities across the country, and not exclusively from small businesses. According to a solicitation updated this week, a full and open competition will result in a base contract from January to December 2016, with three additional option years. A question-and-answer document in the updated solicitation notes that these services were previously provided by local healthcare providers under separate purchase orders, and that “the use of one contract with one provider for all sites is a new requirement.” Proposals for this announcement are due by Dec. 23.
