PADUCAH DEACTIVATION TO COME UNDER DOE’S UNRESTRICTED ID/IQS

The Department of Energy is planning to release a draft Request for Task Proposals within 60 days for deactivation of the Paducah Gaseous Diffusion Plant under the nationwide unrestricted Indefinite Quantity/Indefinite Delivery contracts, according to a notice posted by the Department yesterday. As first reported in WC Monitor in October, the task would be the first competed under the unrestricted ID/IQs since the contracts were awarded to 11 large businesses in late 2010. The move will “allow for a Contractor to be in place when United States Enrichment Corporation (USEC) returns the facilities to DOE.” DOE did not respond to a request for comment yesterday.

Plant operator USEC has said it is likely to cease operations at the plant after May, and the proposed contract could serve as a “bridge” between the end of enrichment activities and the start of active D&D work, which is not likely to be pursued for a number of years because of budgetary issues.
