Barton Barnhart Named EM?s Next Program Planning and Budget DAS

The Department of Energy has named retired Air Force Col. Barton Barnhart as the Office of Environmental Management’s Deputy Assistant Secretary for Program Planning and Budget, effective this week. The position was previously held in an acting capacity by Connie Flohr. “His previous positions included serving as Director of Installations at the U.S. Air Force Central Command headquarters, where he guided $600 million in construction contracts and $650 million in service and commodity contracts per year, and planned and executed an annual $200 million building operations/maintenance and physical security systems construction budget,” EM Acting Assistant Secretary Mark Whitney said in a June 16 message to employees. “Barton also served as Chief of the Real Property Management and Operations Division for the U.S. Air Force Office of the Chief Engineer, and as Chief of Environmental Planning, Programming and Budget for the Office of the Deputy Under Secretary of Defense for Installations and Environment, among other positions.”
