Hanford cleanup contractor CH2M Hill Plateau Remediation Co. last week said it is changing its new subcontracting strategy to self-perform more work than had been previously planned. Last week CHPRC notified ENREP, Inc. and East Tennessee Materials and Energy Corporation that it will not be subcontracting their scope after their contracts expire on Sept. 30. “CHPRC’s subcontracting strategy introduced earlier this year has been revised to incorporate additional efficiencies—anticipated to now generate up to $13 million savings per year ($65 million over life of contract),” CHPRC spokeswoman Dee Millikin said in a written response. “Upon review, we found that conducting training and procedure support services in-house without subcontracting would add to the savings.”
In January, CHPRC announced a new subcontracting strategy that would involve it self-performing much of the work that was being subcontracted. But CHPRC also said at the time it planned to recompete a number of contracts, including the ones being performed by EnRep and M&EC. CHPRC plans to begin posting job openings this week for those projects. “CHPRC plans to post all positions impacted by the subcontracting strategy without soliciting workers directly; however, subcontract workers currently performing this scope will be given preference in the hiring process,” Millikin. EnRep president Jennifer Dickerson said in a written response that CHPRC’s decision to self-perform its work “came as a tremendous shock, especially since EnRep was chosen as a Pre-Selected subcontractor and has performed outstanding work there.” She added, “The subcontracting strategy has significantly changed. As a woman-owned small business in a very challenging and complex environment, we will continue to provide excellent customer service and hope that this trend in self-performance of small business work scope ends very soon.”
