DOE Cleanup Boss Has Leadership Team Largely in Place

With the addition of Darcey Bolin as her chief of staff, Assistant Energy Secretary for Environmental Management Anne Marie White filled one of the few remaining openings in her organizational brain trust.

Now five of the top six management posts under White are filled with permanent rather than “acting” officials, according to the April 1 organization chart for the Office of Environmental Management.

Bolin, a former manager with CH2M, joined the Energy Department in October and became chief of staff in March.

Mark Gilbertson is White’s principal deputy assistant secretary for environmental management, or “EM2,” assisting White with program and policy direction. Jeffrey Griffin is associate deputy assistant secretary for field operations, providing guidance to operations across the complex. Betsy Connell is the associate deputy assistant secretary for regulatory and policy affairs, coordinating legal issues. Paul Bosco is associate deputy assistant secretary for corporate services, which oversees business functions such as workforce management and information systems.

One of the few top-level openings left in Environmental Management is at the special projects office, a unit created in summer 2017 under James Owendoff, then-acting assistant energy secretary for environmental management. Owendoff, now chief risk officer at DOE, was the senior person at the nuclear cleanup branch until White was sworn in late March 2018. The special projects office, first headed by Energy Department veteran Dae Chung, was initially tasked with expediting progress at the Waste Treatment Plant being built by Bechtel at the Hanford Site in Washington state.

A senior industry official said Monday he has not heard much about the special projects office lately.

James Hutton was director of the office last summer. Hutton is now director of the Office of Headquarters Security Operations in the DOE Office of Environment, Health, Safety, and Security.
