DOE Extends PEC HSS Contract to Allow for Protest Consideration

The Department of Energy has extended Project Enhancement Corporation’s Office of Health, Safety and Security nuclear safety support small business set-aside contract through Dec. 25 with the possibility of another three one-month options while PEC’s protest of a follow-on contract award to Link Technologies is decided, DOE said yesterday in a posting on fbo.gov. Through the National Nuclear Security Administration’s technical services blanket purchase agreement, a team led by PEC was initially awarded the follow-on contract, which also includes security support work, but Link successfully challenged PEC’s eligibility as a small business through the Small Business Administration. With the SBA ruling that PEC was ineligible for the small business contract, DOE earlier this month awarded the contract to Link, but PEC protested the decision Oct. 17 and DOE issued a stop work order to Link. PEC’s three-month option through Dec. 25 is worth $1.25 million, and with the options, the extension could be worth $2.5 million. GAO has 100 days to decide the protest.
