DOE ISSUES DRAFT RTP FOR NEW ETEC CONTRACT

The Department of Energy yesterday issued for industry comment the draft Request for Task Proposals for the new environmental monitoring and D&D contract at the Energy Technology Engineering Center site (ETEC) in California. Among the areas where DOE is looking for input is the “important discriminating factors” that should be used in making an award and whether the proposed evaluation criteria are “suitable.” The planned evaluation criteria are Technical Approach and Understanding; Key Personnel and Organization Structure; and Recent and Relevant Past Performance. “The criteria (Criteria 1, 2, 3) are in descending order of importance. However, Criterion 1 is only slightly more important than Criterion 2. Criterion 1 and Criterion 2 combined are significantly more important than Criterion 3,” the draft RTP says.

DOE also wants to hear from potential bidders as to whether “the Section B pricing structure and Section L pricing instructions clear” and whether the draft contains all of the information needed to reasonably prepare a proposal for the planned work, according to a letter accompanying the draft RTP. The DOE letter also says, “With regard to the pricing of the D&D option work, DOE is specifically interested in feedback for effective pricing of mobilization and de-mobilization costs. DOE is also interested in feedback regarding the bonding requirements set forth in Section I per FAR 52.228-16, Performance and Payment Bonds – Other Than Construction.” DOE is seeking comment on the draft RTP through Sept. 27.
 
The new ETEC contract is anticipated to have Firm-Fixed-Price (FFP) and Fixed Unit Rate Price Contract Line Items and is set to run for up to five years, consisting of a three-year base period and one two-year option period. The procurement is being conducted under DOE’s set of national small business set-aside Indefinite Delivery/Indefinite Quantity cleanup contracts. Work to be performed under the new ETEC contract includes environmental monitoring, as well as D&D activities for the remaining facilities at the site, some of which have been classified as radiological, should a decision be made to do so and funding available. DOE said it anticipates issuing a final RTP for the new ETEC contract “on or before” Nov. 23.
