The Department of Energy issued a pre-solicitation notice for a draft Request for Proposal to provide management, operation and oversight of spent fuel storage facilities related to the Idaho Cleanup Project, according to a posting on FedBizOpps yesterday. The draft RFP includes three Nuclear Regulatory Commission-licensed DOE facilities: the Fort Saint Vrain (FSV) Independent Spent Fuel Storage Installation (ISFSI) facility in Colorado; the Three Mile Island-2 (TMI-2) ISFSI facility at the Idaho Nuclear Technology and Engineering Center (INTEC) in Idaho; and the Idaho Spent Fuel Facility (ISFF) license. The acquisition would cover management for all three sites, operation for FSV and TMI-2, and oversight for TMI-2. DOE anticipates issuing the draft RFP within 15 to 45 days, as well as conducting a pre-solicitation conference for the procurement. “DOE intends to conduct a pre-solicitation conference, site tour(s) and industry one-on-one sessions for this procurement,” the posting said. “Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference, site tour and industry one-on-one sessions. At this time, DOE has tentatively scheduled these activities to be held the week of October 13th, 2014.”
DOE plans to issue the final RFP in the first quarter of the 2015 government fiscal year, with an award date of the fourth quarter of 2015, the posting said. DOE also anticipates awarding the contract as a firm fixed price contract for small businesses. “The government anticipates awarding a Firm-Fixed-Price contract that includes a Cost Reimbursable contract line item (CLIN),” the posting said. “The expected base period of performance is four years with one one-year option period. This procurement is 100% set-aside for small business competition.”
