The Department of Energy is seeking feedback on draft documents recently released for a new procurement for technical and administrative support services for the operation and maintenance of Building 55 at the Denver Federal Center near Denver, Colo. The contract will cover facility management support, information resource management, classification/declassification activities, document and records management and security, according to a draft performance work statement. The most important evaluation criteria will be management and staffing approach and relevant experience, which will be rated equally, which are followed in importance by key personnel and relevant past performance, according to a draft of the evaluation factors for award. Input is due to DOE by Nov. 20.
Building 55 is used for operation of the DOE Office of Environmental Management Consolidated Business Center’s Classification Office, its support functions, and the maintenance and management of classified and litigation records from the former Rocky Flats Environmental Technology Site. Similar services are currently being provided by PM Tech under a contract set to expire Sept. 16, 2014. The planned follow-on contract will be set aside for 8(a) small businesses with a size standard of $7 million. The contract is expected to be a Firm Fixed Price contract with an Indefinite Delivery/Indefinite Quantity line item that will run for up to five years, consisting of a one-year base period and four one-year option periods.
