DOE SPLITTING OFF OVERSIGHT/ENFORCEMENT FROM HSS

The Department of Energy is moving to split out its oversight and enforcement capabilities from the Office of Health, Safety and Security, Weapons Complex Monitor has learned. Details of the long-anticipated reorganization of HSS have emerged in Department briefings conducted over the last week, though the timing of when the planned changes will go into effect remains unclear. According to officials familiar with the issue, oversight and enforcement would continue to report directly to the Secretary of Energy and appears set to be headed by Glenn Podonsky, who currently serves as DOE’s Chief Health, Safety and Security Officer.

The remainder of HSS, which would focus largely on safety and security policy, would be moved to report up through the Under Secretary of Management and Performance, rather than directly to the Secretary as is the current structure. Matthew Moury, who currently serves as deputy assistant secretary for safety, security and quality programs in DOE’s Office of Environmental Management, has been tapped to serve on assignment to help lead the transition of HSS, according to officials. DOE officials were not available over the weekend to comment on the planned changes.
