DUE DATE FOR NNSA ECMS BIDS EXTENDED

Bidders preparing proposals for the National Nuclear Security Administration’s Enterprise Construction Management Services Contract now have a little more time to complete their work thanks to another amendment to the Request for Quotes. The NNSA late last week extended the due date for proposals to Nov. 4, which is the second time the agency has pushed back the deadline for bidders. The agency initially said proposals were due Oct. 14, but pushed that back to Oct. 28 as it sought to clarify conflict of interest language in the RFQ that could have excluded a large swath of potential bidders. 

The agency also eliminated one General Services Administration schedule subgrouping from the list of qualifications for the contract under GSA’s professional engineering services schedule, removing SIN 871-8—“ancillary supplies and/or services” from the list of required qualifications. To bid on the contract, companies or teams must hold GSA’s project engineering services schedule, which includes eight different subgroups, and according to GSA’s website, only 10 companies currently hold the SIN 871-8 qualification.
 
According to the RFQ, most of the work will fall under SIN 871-7 (construction management services), and the requirement to hold the “ancillary supplies and/or services” qualification was dropped “in order to reduce the administrative burden of complying with open market procurement requirements.” According to the amendment, bidders are still “highly encouraged” to pursue teaming arrangements to support the procurement of ancillary services.
