JACOBS/FLUOR TO DECIDE TODAY ON Y-12/PANTEX PROTEST

A team led by Jacobs and Fluor will decide today whether or not to join a Babcock & Wilcox-led team in protesting the National Nuclear Security Administration’s Y-12/Pantex procurement. The B&W team, known as Nuclear Production Partners, last week protested the NNSA’s selection of Bechtel-led Consolidated Nuclear Security, and because they did so within five days after being debriefed Nov. 15, the protest triggered an automatic stay of award. Because the stay is already in place and transition hasn’t started, the Jacobs/Fluor team has until 10 days after the debriefing to file its protest–which falls today–and team members have deliberated for the last week about the pros and cons of protesting. Jacobs/Fluor protested the NNSA’s initial award to CNS in January along with Nuclear Production Partners, but did not join in NPP’s second protest this summer. Jacobs/Fluor doesn’t necessarily have to protest to reap the benefits of any corrective actions NNSA may take as a result of B&W’s protest, but the team would not be privy to information that might arise during the challenge.
