Mission Support Alliance Earns 91% of FY16 Award Fee

The Department of Energy has rated the fiscal 2016 performance of Hanford Site support services provider Mission Support Alliance (MSA) as “very good.” The contractor earned 91 percent of the available fee, or a little more than $19.2 million.

The fee included 94 percent of the maximum available for meeting milestones, or nearly $13 million, and 85 percent of the fee available from DOE’s subjective evaluation, or nearly $6.3 million.

For fiscal 2015, MSA earned $18.8 million, or 89 percent of the available fee.

Mission Support Alliance in 2009 secured a contract worth an estimated $3 billion to provide services across Hanford, including to DOE and other contractors. The deal covers water and electric utilities; information technology and cybersecurity; fleet and road maintenance; emergency response and training; preservation of cultural artifacts; and portfolio management, including providing data to help DOE plan for and meet deadlines.

The contractor, which employs 1,900 workers, is a partnership of Leidos, Jacobs, and Centerra Group.

The Department of Energy on Wednesday released a performance scorecard that listed significant achievements, plus a brief statement on deficiencies. “MSA performed well against a majority of the performance measures,” Doug Shoop, manager of DOE’s Richland Operations Office, wrote in a letter to the contractor. However, it failed to collect all of the fee available for “some performance elements within quality, regulatory compliance and infrastructure,” DOE said.

The department found that MSA generally partnered well with cleanup contractors at the Washington state site, doing extensive work in advance of projects to anticipate needs and have equipment and support personnel available. “MSA demonstrated timeliness, quality and effectiveness in the delivery of services to the cleanup mission,” the scorecard said. It noted that MSA consolidated site infrastructure as cleanup was completed in areas of the Columbia River Corridor.

Mission Support Alliance met 43 of 46 milestones it was assigned to complete in fiscal 2016 as part of a five-year maintenance program. The contractor continues to work on maintenance issues with aging utilities that have led to waterline breaks and electrical outages. It exceeded targets for completion of a corrective maintenance backlog for water, sewer, and electrical utilities.

The scorecard praised MSA’s strategic planning with DOE, saying it provided “well thought-out and supported recommendations.” The scorecard also cited quick response to requests for reviews of potential cultural or archaeological sites and its work associated with reactor safe storage inspections as positives.

The MSA-managed Hanford Fire Department “did an exceptional job during a hazardous fire season,” the scorecard said. Training and establishing fire breaks contributed to a year in which no major fires threatened Hanford Site facilities.

The scorecard also called out MSA’s support for the cleanout and demolition of the high-hazard Plutonium Finishing Plant. The company planned and executed an open-air demolition emergency preparedness exercise on short notice at the plant. It also provided support to the demolition contractor in establishing security areas at the Central Waste Complex, which is receiving some waste shipments from the plant.
