There continue to be weaknesses in the relationship between Salt Waste Processing Facility contractor Parsons and the Department of Energy officials at the Savannah River Site in charge of managing the project, a new DOE Construction Project Review of SWPF concludes. The review, completed earlier this month, has not been released, but DOE Senior Advisor for Environmental Management Dave Huizenga was briefed on the results of the review by DOE Chief of Nuclear Safety Chip Lagdon on Monday. Similar concerns were raised in a review of the SWPF project a year ago, contributing to the departure of then-SWPF project manager Mark Breor. Current project manager Lou Jackson took over in early 2012, but the coordination issues between Parsons and DOE-Savannah River have apparently continued, exacerbating problems during an already difficult year for the project that has been marked by a new Estimate-at-Completion that added hundreds of millions of dollars to the SWPF’s pricetag, a high-profile spat between Parsons and DOE over the return of $20 million in provisional fee and discussions on a new baseline for the project. It remains unclear whether any personnel changes at DOE-Savannah River or Parsons will occur following the issuance of the most recent CPR. Parsons declined to comment yesterday. In a written response, DOE spokesman Colin Jones said, “The SWPF Construction Project Review report is in development. We will make it available once it is final, as we have in with other Construction Project Review reports.”
