NNSA ISSUES DRAFT RFP FOR TECHNICAL SUPPORT SERVICES

The National Nuclear Security Administration took the first steps in recompeting its Enterprise Wide Technical and Engineering Support Services Blanket Purchase Agreement, releasing a draft solicitation yesterday that favors small businesses interested in the opportunity. The contract, which has a proposed ceiling of $300 million, is open to companies holding the General Services Administration’s Mission Oriented Business Integrated Services and Professional Engineering Services schedules, according to the document, and proposed evaluation criteria reveals a preference for Team Leaders that are small businesses. Comments on the draft solicitation are due by 3 p.m. Eastern Standard Time Dec. 2.

 The BPA is expected to include tasks for program and project management support, management and program review support, nuclear engineering subject matter expertise and analytical support, training support, security management support, weapons data access system programmatic support, contingency planning (domestic/international) support, aviation operations support, and environmental management. The current contract is held by teams led by Systematic Management Services, MELE Associates, Time Solutions Corporation, Northrop Grumman Space & Mission Systems Corp., and Navarro Research and Engineering. According to documents released yesterday, $224.1 million in tasks had been doled out since the contract was awarded in 2007.
