NNSA Seeking Small Businesses for Psychological Assessment Services

The National Nuclear Security Administration (NNSA) is seeking small businesses that could offer psychological assessment services to the agency’s Office of Personnel and Facility Clearances and Classification, according to a sources sought notice issued last week. The notice says the NNSA’s Albuquerque Complex is conducting market research for an “anticipated contract” worth $11 million over a five-year period beginning around September 2016. Services will be conducted throughout the NNSA complex and will be used to determine security clearance eligibility for personnel. These services include personal security file reviews, clinical evaluations, final reports, and testimonies at administrative review hearings, according to the draft performance work statement. Clinicians will be required to offer a “professional opinion and recommendation as to whether a formal evaluation of the individual is required” based on personal information in security files, evaluate potential mental illnesses that “may cause a significant defect in the Subject’s judgment or reliability,” conduct psychological and laboratory testing if necessary, and provide testimony on their evaluations at administrative review hearings as necessary, the work statement says. Responses to the notice are due by Dec. 18.
