PARSONS SWITCHES OUT DEPUTY PROJECT MANAGER AT SWPF

Salt Waste Processing Facility contractor Parsons has made a management change at the project, removing Deputy Project Manager Joe Pecoraro and replacing him with Frank Sheppard, who currently serves as the project’s Business Manager. Pecoraro has moved to a position in the company’s Washington, D.C. office. The change comes just a few weeks after a recent DOE Construction Project Review found that there continues to be weaknesses in the relationship between DOE and Parsons—a finding that contributed to Parsons’ decision to move Percoraro from the project, WC Monitor has learned. Parsons, though, emphasized yesterday that the change is part of a normal management rotation. “Joe’s reassignment is a normal management rotation consistent with the new management alignments within Parsons Government Services (PGS) announced last week. Joe has done an excellent job at the SWPF over the past two years, and will continue to add significant value to the SWPF and other Parsons’ projects in Washington, DC, working with the PGS Executive Vice President for Construction, Tony Leketa,” SWPF Project Manager Lou Jackson said in a written response to WC Monitor. “Frank Sheppard is a very experienced manager in the DOE marketplace who will provide seamless support to me as we continue to successfully execute this challenging, first-of-a-kind major capital project for the DOE.” 

Notably, Pecoraro’s departure marks the second time an executive has left the project amidst concerns about tensions between DOE and Parsons—after a review last year raised similar relationship concerns, Parsons replaced project manager Mark Breor with Jackson. DOE, though, has so far made no changes to the federal officials managing SWPF at the Savannah River Operations Office and DOE did not respond to request for comment yesterday.
