A Professional Project Services (Pro2Serve) subsidiary said Tuesday it has hired Steven Downing to be program director overseeing the company’s Technical Support Services contract at the Department of Energy’s Portsmouth-Paducah Project Office (PPPO).
Pro2Serve subsidiary Enterprise Technical Assistance Services (E-TAS) said in the release the company hired Downing, who was formerly with Battelle.
Downing, who has over 25 years of technical experience, joined Pro2Serve in December. A longtime veteran of federal contracts, Downing will lead E-TAS operations serving DOE’s Portsmouth Site in Ohio and the Paducah Site in Kentucky, as well as the PPPO headquarters office in Lexington, Ky.
Downing has worked on projects involving many agencies, including the Department of Defense, Environmental Protection Agency, and Centers for Disease Control and Prevention.
Pro2Serve President and CEO Sherry Browder praised Downing’s hiring in the Jan. 13 press release. Downing’s “extensive experience integrating complex technical teams and navigating multi-stakeholder environments … has positioned him to drive immediate value for the PPPO TSS contract, and we are thrilled to have him join us!”
Downing will be chief liaison for E-TAS at Portsmouth and Paducah. The program director post was previously held on an acting basis by Del Baird, who is returning to his prior role as a corporate senior adviser with Pro2Serve, a company spokesperson said.
E-TAS started work on a five-year, $205-million technical support services contract in January 2025, according to a DOE contract chart. It has been the technical support contractor for Portsmouth and Paducah for many years.
Pro2Serve is an employee-owned company founded in 1995 that has worked on various DOE contracts.
