The Department of Energy’s Office of Environmental Management selected Hendon, Va.-based SRS Critical Infrastructure Security as the winner of the new Security Services Contract, potentially worth $1 billion over 10 years, at the Savannah River Site in South Carolina.
SRS Critical Infrastructure Security, or SCIS, is composed of Securitas CIS, K2 Solutions, Spectra Tech, Inc. and System Studies & Simulation and Kachemak Bay Flying Service. SCIS is also teaming with subcontractor OLH Inc, according to a press release late last week from DOE.
SCIS beat out two other teams, one of them led by the current provider Centerra. Centerra has held the $1 billion business since October 2009 and its latest option expires June 7, 2021.Following an open competition, DOE decided SCIS provided the best value to the government given its technical approach, key personnel and organization, past performance and cost and fee, DOE said.
The new agreement involves a combination of services designed to protect people, property, nuclear material and sensitive information for DOE and its semi-autonomous National Nuclear Security Administration at the 310-square-mile federal complex along the Georgia border. Specific jobs will include program management, aviation operations, material transportation protective force, physical protection, information security, personnel security and law enforcement inside the complex.
The DOE Office of Environmental Management issued its final request for proposals almost two years ago in March, 2019.
Centerra, which employs about 1,000 people at Savannah River, filed a protest in May 2020 with the Government Accountability Office over the manner in which DOE was conducting the procurement but withdrew it one month later. No details were publicly released about the protest.
According to its website, Securitas was founded in Sweden in 1934 and the company acquired the Pinkerton detective agency in 1999. K2 Solutions is known for providing dogs trained in bomb-sniffing and other law enforcement and security tasks along with their handlers.
