The latest version of URS-CH2M Oak Ridge’s Request for Proposals for staff augmentation does not cover the transition of incumbent staff, something that had been included in an initial RFP that the Oak Ridge cleanup contractor cancelled last month. UCOR issued a new version of the contract Thursday that did not include a section on workforce transition and management. Provisions for incumbent employees were included in the original RFP, but the topic came under scrutiny by potential bidders as it was unclear what type of pay and benefits would be required for incumbents hired beyond one year. Following the release of the new RFP, UCOR posted answers to questions from potential bidders on its Web site over the weekend, stating that the new contract does not include the transition of incumbent staff and is limited to temporary as-needed staff. The due date for proposals is Nov. 29.

UCOR STAFF AUGMENTATION RFP DOESN
UCOR did not specify how it planned to handle incumbent employees, which led to additional questions from those interested in the contract. “Where are the incumbent employees going to go? That’s the question. Now they took them out of here. Maybe that’s the bulk of the work… I don’t know how much new work they are going to come out with,” one industry official told WC Monitor yesterday. “If you don’t get the incumbents you are only providing short term needs. It’s a very different contract.”
