URS appears set to make some management changes on its existing cleanup contracts in the event it is successful in winning the Department of Energy’s new contract to manage the Strategic Petroleum Reserve. Earlier this week, a version of the transition website prepared by Energy Security Partners, LLC—the team of URS, Parsons Brinckerhoff and Buckeye Development & Logistics pursuing the new SPR contract—was briefly available online before being taken down by URS. According to that website, at least two of the planned senior management personnel for ESP would come from DOE cleanup contractors also headed by URS. Tricia Allen, who would serve as ESP’s environment, safety, health and quality director, currently holds a similar position for URS-led Savannah River Remediation, the liquid waste contractor at the Savannah River Site. Tony Fountain, who would serve as ESP’s chief financial officer and finance and human resources director, currently serves as business manager for URS-CH2M Oak Ridge, LLC.
ESP’s transition website went live in advance of DOE announcing the winner of the new SPR contract,and it remains unclear when the Department will do so. Other members of ESP’s management team, according to the transition website, include Jack Vance, who would serve as Project Manager. According to publicly available information, Vance currently holds the position of Vice President at URS Global Management Operations & Services. Kirby Smith from Buckeye Development & Logistics would serve as O&M Director; and Wade Walk from URS would serve as Engineering Director. URS declined to comment on the issue yesterday.
