DOE issues draft RFP for Hanford’s 222-S lab management

The Department of Energy Thursday released its draft request for proposals (RFP) for management of the 222-S Laboratory at the Hanford Site in Richland, Wash.

The period of performance on the potential small business set-aside contract is expected to be up to seven years. That includes a five-year base period, a transition period from the old to the new contractor, and two one-year option periods.

DOE’s Office of Environmental Management plans to hold “a pre-solicitation conference, site tour, and one-on-one information exchange sessions with interested parties” July 14-16, the department said in an online procurement notice.

The notice was posted Thursday via the federal System for Award Management (SAM.gov). DOE’s Environmental Management started its market research for a follow-on contract in December 2025 with issuance of a request for information.

“The 222-S Laboratory is the primary on-site laboratory for analysis of highly radioactive samples in support of all Hanford Site projects,” especially cleanup of the property’s underground tanks, according to a DOE fact sheet on the 70,000-square-foot facility.

The current contract is held by Navarro-ATL, formerly Hanford Laboratory Management and Integration, LLC. In December, DOE and Navarro announced a one-year extension of the current contract. The extension would apparently keep the current management and operations team in place into early January 2027.

Navarro-ATL won 95% of its potential fee from DOE for its job performance during fiscal 2025 at the 222-S Laboratory.

Navarro-ATL, a partnership of Oak Ridge, Tenn.-based Navarro Research & Engineering and Maryland-based Advanced Technologies and Laboratories International, started on the initial contract, which had a five-year base period plus extensions in 2021. The current business is valued at about $636-million, according to DOE Environmental Management’s most recent summary of major contracts. The most recent summary was updated in May.

Interested vendors have until July 31 to submit written questions and comments regarding the draft RFP by emailing 222S.laboratory@emcbc.doe.gov.

The DOE contracting officer, who can be reached at that email, is Jose Ortiz Delgado, according to the notice.

The draft RFP includes the usual DOE disclaimer that this is not an actual contract offer but will be used to help the department craft its final RFP.

According to the cover letter, DOE is interested in among other things, potential conflicts of interest between the aspiring 222-S manager and Hanford’s current landlord contract, Leidos-led Hanford Mission Integration Solutions.
