The Department of Energy’s Office of Environmental Management (EM) on Monday issued a request for proposals for a technical services support contract for its Portsmouth/Paducah Project Office.
The indefinite-delivery, indefinite-quantity contract line item number is a small-business set aside with a maximum value of services of $40 million. It covers cybersecurity, information-technology support services, quality assurance oversight, and other missions for the DOE EM office that oversees cleanup of gaseous diffusion plants at Paducah, Ky., and Portsmouth, Ohio.
Three separate companies now provide these services: Professional Project Services (Pro2Serve), Restoration Services, and Strategic Management Solutions. They each received three-year base deals with two single-year options, with their contracts expiring at different points in 2018. The values of the current contracts are: $45.6 million for Paducah technical services by Pro2Serve; $53.1 million for Portsmouth engineering and technical support II by Restoration Services; and $38.9 million for Lexington oversight and technical services by Strategic Management Solutions.
The incumbents had not responded by deadline Friday to requests for comment on whether they plan to bid on the new contract.
All three companies sent representatives to the April presolicitation conference for the contract, along with firms including Spectra Tech, Stoller Newport News Nuclear, LATA Inc., Longenecker & Associates, and Booz Allen Hamilton.
The Department of Energy said during the presolicitation conference that it expected the procurement process would result in one contract award. The period of performance is listed in the RFP as Aug. 1, 2018, to Sept. 30, 2023.
The Office of Environmental Management Consolidated Business Center will accept solicitations through Aug. 31, care of contracting officer Carin Boyd.
