The Department of Energy is seeking best-and-final offers from bidders on the new contract to operate the Hanford 222-S Laboratory, a spokeswoman for the DOE Office of Environmental Management confirmed this week. DOE has established a competitive range for the procurement and is seeking revised offers “to maximize the government’s ability to obtain best value,” the EM spokeswoman said in a written response, declining to identify how many bids were initially submitted for the new contract and how many bidders made the competitive range. DOE expects to award the new contract in the third quarter of Fiscal Year 2015, the EM spokeswoman said.
The new 222-S lab contract, which is being set-aside for small businesses, is set to run for up to five years, consisting of a two-year base period and three one-year option periods, and would cover an estimated 15,000 to 25,000 laboratory analyses each year. The new contract is set to be a hybrid type, with Fixed-Price with Award Fee, Labor-Hour, and Cost Reimbursement Contract Line Items (CLINS). Bids for the new contract were initially due last summer. The current 222-S Laboratory contract, held by Advanced Technologies and Laboratories, is now set to expire in July.
