NRC seeks comment on Fermi America’s big Texas plan under new environmental review

The Nuclear Regulatory Commission is seeking public input on Fermi America’s combined license application for Project Matador based in Carson County, Texas.

NRC has opened up a 30-day comment period to gather feedback on the scope of its draft environmental impact statement it is preparing for the application. The period closes on April 20, according to a March 20 Federal Register notice.

Fermi America’s Project Matador is an ambitious plan to build a campus of data centers that will be powered by 11,000 megawatts of natural gas, nuclear, solar and wind energy sources. The company plans to build four Westinghouse’s AP1000 reactors at the site.

Fermi America submitted the first part of its combined license application for Project Matador in June 2025 and the second part in August 2025. NRC accepted the first part of the application, which focuses on general, financial and environmental information, for review in September 2025.  

According to NRC’s Monday press release, this is the first time NRC is using a new approach under a pilot program to modernize how it performs environmental reviews. Fermi America agreed to participate in the pilot program for the environmental review, according to NRC’s September 2025 acceptance letter. 

“Public input at this early stage plays a critical role in shaping the environmental review,” NRC said. “Comments help identify the most relevant environmental issues and ensure the EIS [environmental impact statement] is comprehensive, focused, and responsive to community concerns.”

Under this new program, the agency expects to reduce its in-house review time by nearly 50%. NRC also said it expects to save about 30% resources, all while maintaining environmental requirements.
