Portsmouth Infrastructure Service Bids Due Thursday

Bid proposals for the new Infrastructure Support Services Contract at the Department of Energy’s Portsmouth Site in Ohio are due by 4 p.m. Eastern Time Thursday.

Portsmouth Mission Alliance, a team made up of an affiliate of Idaho-based North Wind Group and Swift & Staley, holds the current $117-million business that began in March 2016 and is currently scheduled to expire Feb. 24, 2021.

The winning bidder will provide landlord-type services ranging from records management and information technology to upkeep of roads and building maintenance.

The Department of Energy started researching a new contract in February 2019 when it issued a request for information. It skipped the draft solicitation stage and published a request for proposals on Oct. 13. It held a pre-proposal conference for interested firms on Oct. 28. 

About 30 people participated in the pre-bid conference including representatives from the incumbents as well as Akima, Global Energy & Technology, Leidos, Navarro and Spectra Tech.
