The Department of Energy appears set to face protests over its recent decision to award Portage the new contract to continue the Moab uranium mill tailings remediation project. Debriefings are scheduled with the losing teams this week and, according to industry officials, a protest appears likely to be filed with the Government Accountability Office by the Terranear-EnergySolutions team and potentially other bidders. EnergySolutions is the incumbent cleanup contractor at the Moab project. When asked about the possibility of a protest, TerranearPMC Executive Vice President Ken Fillman said: “We have not had our debrief yet and we have made no decisions.”
Portage beat out five other bidders earlier this month for the new Moab contract, which was competed under DOE’s set of national small business Indefinite Delivery/Indefinite Quantity contracts. The contract is valued at approximately $120 million over five years, with work to entail the removal of approximately 3 million tons of material to a nearby disposal cell.
