Kenneth Mossman, the newest member of the Defense Nuclear Facilities Safety Board, passed away this week. In November, he was confirmed by the Senate to join the Board. Mossman previously served as a professor of health physics at Arizona State University and an Administrative Judge for the Nuclear Regulatory Commission’s Atomic Safety and Licensing Board. From 1997 to 2004, Mossman served as Director of the University Office of Radiation Safety at Arizona State University, and from 1990 to 1992 he served as the University’s Assistant Vice President for Research. He also was a professor at Georgetown University Medical Center from 1973 to 1990. In a written response, DNFSB Chairman Peter Winokur said, “On a personal note, I am deeply saddened by Ken’s passing. He was a wonderful addition to the Board. I admired him on a professional and personal level.”

Delayed by the government shutdown in October, an informational meeting for the Brookhaven National Laboratory procurement has been rescheduled for Jan. 30. The meeting and windshield tour of the laboratory will begin at 1 p.m., and is expected to last about four hours. An agenda for the meeting has been posted on the BNL procurement website, which will include an overview of the procurement process and schedule, highlights of the not-yet-released Request for Proposals, and questions and answers.
Former National Nuclear Security Administration Naval Reactors chief Kirkland Donald has taken over as Systems Planning and Analysis, Inc.’s President and Chief Executive Officer. The retired admiral joined SPA as its Executive Vice President in June after a 37-year Navy career, where he served as the head of the Navy’s Nuclear Propulsion Program and Deputy Administrator for NNSA’s Office of Naval Reactors. Before heading up the Office of Naval Reactors, Donald served as the commander of the U.S. Submarine Forces. According to the Alexandria, Va.-based company, SPA provides “decision support” for national security programs at the Departments of Defense, Homeland Security and Energy.

Former Department of Energy and National Nuclear Security Administration health and safety official Frank Russo died Jan. 1. He was 65. Russo spent 35 years in the federal government, serving as an adviser tothe NNSA administrator and DOE senior leadership on environmental, health, safety and quality assurance issues. He left the NNSA in 2011 and was hired by Dade Moeller and Associates, where he served as the company’s Vice President for NNSA Programs. “Frank was a respected leader and a personable colleague,” Dade Moeller CEO Matt Moeller said in a statement. “He made friends easily and valued his relationships, both personal and professional. As a testament to his likability and reputation, even in the hustle-and-bustle world of government contracting in Washington, D.C., people happily made time for Frank when he called. He will be sorely missed.”
