Wrap Up: In DoD, In the Industry

Two B-52H Stratofortresses operated by 8th Air Force bomber crews were flown in a Sept. 22 simulated combat mission from Barksdale AFB to the Utah Test and Training Range, where one jet launched an unarmed AGM-86B air-launched cruise missile, Air Force Global Strike Command said in a Sept. 26 statement. Part of a regularly scheduled nuclear weapons system evaluation program (NucWSEP) test, the ALCM launch “validated the end-to-end operational capability of the strategic bomber force’s ability to configure, load, fly and deliver a nuclear-capable air launched cruise missile,” command spokesperson Carla Pampe said in a Sept. 30 email to NS&D Monitor. The last NucWSEP was conducted on July 23.

Strategic Systems Programs has awarded two contract modifications – one each to Northrop Grumman Systems Corp. and Interstate Electronics Corp. – related to external Trident II (D5) missile support systems, according to a Sept. 29 announcement. The $60.1-million cost-plus-incentive-fee, cost-plus-fixed-fee Northrop contract modification will fund support for the Underwater Launcher System and Advanced Launcher Development Program in SSBNs and SSGNs, as well as engineering refueling overhaul shipyard support and United Kingdom launcher trainer support. Interstate Electronics Corp. will earn $38.7 million on a cost-plus-fixed-fee, cost-plus-incentive-fee modification to a contract for Trident II (D5) flight test instrumentation management and support, data recording subsystem operational support and engineered refueling overhaul support and strategic weapon system training among other support modifications. Work is expected to be completed by March 31, 2016.

The Air Force Nuclear Weapon Center at Hill Air Force Base has awarded a $10.4 million contract to Exelis-Night Vision and Communications Solutions for design updates, manufacturing and delivery of the Data Storage Service Life Extension Program for the Strategic Automated Command and Control System (SACCS), the secure communications network that coordinates operations for U.S. nuclear forces. SACCS serves as a common connection between U.S. Strategic Command, their nuclear missile forces, and other commands worldwide. Fiscal Year 2012 and “other procurement funds” will pay for work on the sole-source contract, which is expected to be completed by May 2, 2016.

IN THE INDUSTRY

S.M. Stoller, a subsidiary of Huntington Ingalls Industries, has been awarded a $2 million contract to upgrade the pump-and-treat system at the Pantex Plant, Huntington Ingalls said this week. The contract was awarded by Pantex contractor Consolidated Nuclear Security, and covers 300 days of work to upgrade the plant’s system that extracts and treats contaminated groundwater. “Stoller has provided environmental services at the Pantex Plant for more than 15 years,” said Pete Diakun, Newport News Shipbuilding’s vice president for energy programs. “We are very pleased to have this opportunity to continue to support the site and to be a part of this community.” Stoller was acquired by Huntington Ingalls in January and operates under the company’s Newport News Shipbuilding division.

Dyan Foss officially took over as the new Global Managing Director for CH2M Hill’s Nuclear Sector late last week. Foss replaces Denny Ferrera, who is set to retire from CH2M Hill later this year after 39 years with the company. Among her previous positions, Foss served as Deputy Managing Director for the Dounreay Nuclear Decommissioning Program in the United Kingdom.  

Parsons has promoted Rich MacFarland to senior vice president of government relations. MacFarland joined Parsons in 2010 and previously served as vice president of government relations for the company’s government services business unit. “We congratulate Rich on his well-deserved promotion. He has made a tremendous impact on the corporation since joining us in 2010, building on our relationships on Capitol Hill and across Washington, D.C.,” Parsons CEO and Chairman Chuck Harrington said in a statement. “His strategic insight and hard work have helped make our entire organization more effective.”

Senior Fluor executives Tony Umek and Joe Yanek were set to retire at the end of this week. Among his previous positions, Umek has served as vice president of Environmental, Safety, Health and Quality (ESH&Q) for Savannah River Nuclear Solutions; and vice president of ESH&Q for Fluor Government Group in Richland, Wash. Yanek’s previous positions have included serving as Fluor Government Group’s Executive Director for Heath, Safety and Environment (HSE), and Nuclear Quality Assurance.
