Absent funding relief, construction of Ohio-class Replacement (OR) could pose challenges to the Navy’s 21st century seapower strategy, Chief of Naval Operations Adm. Jonathan Greenert said on Friday. The Navy’s strategy involves building up to and commissioning 300 ships, and officials project that the estimated $139 billion OR program could eat up two-thirds of the service’s shipbuilding budget. “We have to replace the current Ohio-class submarine,” Greenert said during an event at the Center for Strategic and International Studies. “We don’t have the money associated to do that without ruining the shipbuilding account, which permeates all that [21st century] strategy is about for the future. That is my number-one conundrum right now.”
