Industry Day Scheduled For July 15

The Department of Energy this week released a draft Request for Proposals for the new Portsmouth infrastructure support services contract, which has an estimated value of more than $100 million. The new contract, which is being set aside for small businesses, is set to run for up to five years, consisting of a 60-day transition, a 10-month base period and four one-year options. Among the areas in the draft RFP where DOE is seeking comment is whether a one-year or two-year base period should be employed. DOE has scheduled a pre-proposal conference and Portsmouth site tour for potential bidders on July 15, followed by one-on-one meetings on July 16. Comments on the draft RFP are due by July 31.
Infrastructure services at the Portsmouth site are currently being performed by Wastren-EnergX Mission Support under a contract set to expire in July 2015. DOE has said that it “tentatively anticipates issuance” of a final RFP for the new contract “in or around” the fourth quarter of Fiscal Year 2014, with the new contract expected to be awarded “in or about” the second quarter of FY 2015.
According to the draft RFP, services to be provided under the new contract would include: “surveillance, maintenance and repair of facilities; janitorial services; grounds maintenance, snow removal, and pest control; roadway/parking lot maintenance; computing, telecommunication, and cyber security; fleet management; real and personal property management; records management and document control; safeguards and security; environment, safety, health and quality (ESH&Q) program; and training services.”
Bids for the new contract will be evaluated on three criteria—1.Past Performance; 2. Technical and Management Approach; and 3. Relevant Experience. “Criterion 1 and Criterion 2 are equal in importance and are each significantly more important than Criterion 3,” the draft RFP says. DOE is also asking for industry comment on what are “the important discriminating factors” for the evaluation criteria that can be used in making an award decision.
