The National Nuclear Security Administration (NNSA) has determined that construction and operation of a new East End Campus at the Y-12 National Security Complex will not significantly affect the quality of the human environment.
This finding clears the way for the project to move forward without preparing a full environmental impact statement.
NNSA issued a Finding of No Significant Impact on July 8 alongside its final Environmental Assessment (DOE/EA-2310) for the proposed campus, which would establish a modern radiation case manufacturing capability while providing additional space for other national security missions at Y-12.
“I conclude that the proposed action to construct and operate the East End Campus at Y-12 will not have a significant effect on the quality of the human environment,” according to the statement authorized by Y-12 Manager Mary Helen Hitson.
According to the assessment, the East End Campus is intended to replace aging infrastructure and improve manufacturing efficiency and resilience as NNSA continues its effort to modernize the nuclear security enterprise. The project complements broader programs underway at Y-12, including the Uranium Processing Facility and other infrastructure upgrades designed to replace Cold War-era facilities and sustain production capabilities needed for the U.S. nuclear weapons stockpile.
Under the proposed action, NNSA would construct and operate multiple new facilities and supporting infrastructure on the eastern portion of the Y-12 site. DOE concluded that the project would not result in significant impacts to land use, air quality, water resources, ecological or cultural resources, transportation, noise, waste management or environmental justice. While construction would temporarily increase traffic, emissions and noise, the department found those impacts would remain below the threshold requiring preparation of an environmental impact statement.
The agency also considered a no-action alternative under which existing manufacturing operations would continue in current facilities. DOE concluded that option would not meet the project’s purpose and need because it would fail to provide the long-term manufacturing capability required to support stockpile missions.
